Bruce Tucker was appointed Director for the VA Finger Lakes Healthcare System (Bath and Canandaigua VA Medical Centers) May 2019.
Mr. Tucker oversee delivery of health care to the VA Finger Lakes Healthcare System including five community-based outpatient clinics (CBOCs) located in Upstate New York. Mr. Tucker will oversee delivery of health care to more than 33,000 Veterans and an operating budget of over $220 million at the VA Finger Lakes Healthcare System.
With more than 1,800 staff and numerous CBOCs and satellite clinics in counties in Upstate New York and Pennsylvania, the VA Finger Lakes Healthcare System provides a wide array of health care services for Veterans.
Mr. Tucker joined VA more than 27 years ago and has held progressive leadership positions at the Bath and Canandaigua VA Medical Centers, NY. Prior to serving as interim medical center director for the VA Finger Lakes Healthcare System he served as the Medical VA Care Line Manager/Chief of Social Work at both the Bath and Canandaigua VA Medical Centers, where he planned and managed the delivery of medical services across facilities to achieve the organization’s mission.
Mr. Tucker holds a Masters in Social Work from Marywood College and a Bachelor of Arts in Sociology from SUNY Cortland

Associate Medical Center Director
Ken Piazza is the Interim Medical Center Director for the Bath and Canandaigua VA Medical Centers effective August 2018. He was named Associate Medical Center Director for the Bath VA Medical Center in June 2013. Prior to his appointment at Bath, Mr. Piazza was the Manager of Geriatric and Extended Care Services at the Syracuse VA. Mr. Piazza has received recognition from CMS and the Administration on Aging for Partnership with New York State government and several county governments. He has served as a national VHA consultant for quality and organizational system improvement and has been a VA quality award examiner. Mr. Piazza graduated from the VA’s national System Redesign Coach's College in 2007. He was a Systems Redesign leader and taught systems improvement to across Upstate New York. Mr. Piazza has extensive experience in implementing customer service initiatives and was a principal member of a national customer service program for VHA.
Mr. Piazza graduated from George Washington University with a Master’s Degree in Health Services Administration and minor in Long Term Care Management. He is a graduate of the VHA Clinical Leadership Institute (1997), Interagency Institute for Federal Health Care Executives (2001), and Leadership VA in 2006 (also nominated by his peers to be a Leadership VA Co-Leader in 2007). He is a member of the American College of Healthcare Executives and is a Certified Professional in Healthcare Quality (CPHQ).
Mr. Piazza began his VA career at the Bath VA in the early 1980s serving as the Administrative Assistant to the Chief of Staff, Quality Manager and Patient Advocate. In 2006 and 2007,
Mr. Piazza returned part-time to manage the medical center’s resources as a loaned executive. During that period, he was asked to manage the medical center’s acute inpatient care and outpatient operations, serving as interim lead while a search was conducted for permanent leadership.

Chief of Staff
Dr. Joanne Malina was selected as Chief of Staff for the Canandaigua VA Medical Center in April, 2017. For the past two years she has served as Interim Chief Medical Officer of the Veterans Integrated Service Networks (VISN 3 and VISN 2). Dr. Malina has held several key leadership positions in her twenty nine years at the Department of Veterans Affairs including: Chief of Staff, VA Hudson Valley Health Care System; Medical Director for Clinical Programs (Chief of Staff), Central Texas Veterans Health Care System; and Chief Medical Officer, Austin Satellite Outpatient Clinic.
Dr. Malina has held a number of academic appointments and is currently Co-Director of the Rural Health Training Initiative at the Geriatric Research, Education and Clinical Center, Bronx VA Medical Center and Assistant Professor of Medicine at the School of Medicine, New York Medical College. She has served as the VISN 3 Geriatric and Extended Care Lead since 2005.
Dr. Malina is Board Certified in Internal Medicine. She received a B.S. in Engineering Science with Honors from the University of Texas at Austin; an M.D. from Southwestern Medical School, Dallas, Texas; and a Specialty Certificate in Public Administration and Health Policy from Virginia Polytechnic Institute.

Associate Director for Patient and Nursing Services
Lisa Lehning, RN, MSN, CNS joined the management team at the Canandaigua VA Medical Center on March 6, 2017. As the Senior Nurse Executive she will provide management and leadership to Patient and Nursing Services to the Canandaigua VA Medical Center and the Rochester VA Outpatient Clinic. She has over 25 years of experience in leading diverse workforces, developing collaborative high performing teams, performance improvement and change management. She also brings a wealth of experience in construction management, complex arbitration and resolving workplace conflict.
Mrs. Lehning is a Colonel (Retired) in the Army Nurse Corps. In her 25 years of service, she served in a variety of senior leadership positions in the Army Medical Department; to include the Consultant to the Surgeon General of the Army for Emergency Nursing and the Deputy Commander for Patient and Nursing Services (CNO) of a large, academic Level II trauma center. She has multiple tours overseas and two deployments to Afghanistan. Mrs. Lehning is the recipient of numerous military medals to include the Bronze Star. She has earned the Air Assault and Expert Field Medical Badge. She is also the recipient of the Order of Military Medical Merit from the Army Medical Department.
Mrs. Lehning received her Bachelor of Science in Nursing (BSN) from Georgetown University, Washington D.C. in 1990 and her Master of Science in Nursing (MSN) from University of Washington, Seattle, WA in 2005. She is a board certified Clinical Nurse Specialist (CNS) with a focus in trauma and critical care.
